I think that there is also a need for an USSR defense plan that tries to avoid that Russians enter Rumania (except Bessarabia).
This is because of RAW 19.6.2, especially :

Germany can enforce a peace between Rumania and the USSR during any peace step if:
ï no hex of Rumania, outside of Bessarabia, is Soviet controlled; and
******************************************
This would be a battleplan that would be selected when Germany has denied USSR's claim over Bessarabia, and when Germany tris to make the war between USSR & Rumania end soon, without Rumania being conquered.

This is a course of actions (Germany denying, and then trying to end the war as soon as possible without Rumania conquered, or without having to fight the Russians in Rumania with German peacekeepers) that can happen when Germany tries to make Russia spoil some US Entry chits inthe declaration of war to Rumania, rather than simply accept the claim.

Very nice. I guess there are more to come (re Bulgaria).

I noticed a half a dozen setups, when defending against the USSR and either having lost Bessarabia or conceding Bessarabia, you have put a unit in the coastal swamp hex. I don't think that is a good place for a unit, under those circumstances. It is useful to add to the strength of the notional unit in the port hex NE, but that is usually irrelevant.

The main axis of the USSR's attack is going to be through the clear/forest hexes, with a drive directly to Bucharest and Ploesti. As the USSR I would ignore any unit you place in the coastal swamp hex. As the Axis, I would let the USSR move a unit in the coastal swamp hex (thereby disorganizing it) if that is what they want to do. I would be much more concerned about the attack from Chisinau to Bucharest and use this additional Rumanian unit to bolster the defense against that line of attack.

On the other hand, I agree with having a unit or two in the mountains; that prevents flanking moves/attacks and threatens flanking moves/attacks.

My favourite defence for the Rumanians is the Besserabia gambit. Nothing more satisfying than seeing the enemy generals stunned in shock when denying the demand and taking the war! ;-)

As always there are some, conditions that need to apply before the defence is chosen:
* The position of USSR forces, can’t out flank through eastern Poland into Rumania
* Estimated number of impulses left in the turn,
* The weather
* Option 48 Oil (AfA)

If we ignore the oil implikations the suggested reasoning for the AI could be as below

* Besserabia gambit defence:
Is consider to be used when A, B and C

A) No outflank in through eastern Poland is possible
B) Estimated number of impulses left in the turn 2 or less
C) The weather is rain or worse

And Acutely I made some setups for the Rumanian to use the defence, I post them below. But since the idea is to defend the Besserabia border more that the usual capital and factory hexes I was not sure if Steve had planed to implement it for AIO so there for I cut the set up.
