Stay At Sea
I practice rotating ships for the first time. Not very slick at this stage - but at least it will get me in the habit of doing this each turn to protect the convoys.
I move ships in the 3 + 4 box down one section as the penalty for staying at sea.
In order to fully protect my convoys I plan to have escorts in the '0', '1', and the '4' box. During the return to base step I return to base with the ships in the '0' box. The ships in the '1' box stay and gets lowered to the '0' box. and the '4' gets lowered to the '3' box.
During my first naval movement of the turn I begin to move all convoy escorts in the '3' box down to the '1' box and then I send ships from port to the '4' box. Then I have ships in the '0' + '1' + '4' box again.
This way I use three stacks of ships to escort each sea area.

Yes - that is where I want to get to. At the moment its a very clumsy 4 to 3 - so there is something in the sea box at the start of the turn. I will need to get cleverer at it. How many sea boxes do you try and cover?
That was I was trying to tell you. I want to cover the 4 and 0 box at all times. In order to have ships in the 0 box after the return to base I must have ships in the 1 box. To save ships I use the ships that I had in the 4 box that was lowered to the three box to move to the 1 box.

For example: I designate HMS Devonshire to escort in the North Atlantic.
Turn 1: Naval movement - HMS Devonshire sail to the 4 box in the North Atlantic.
Turn 1: Return to Base - HMS Devonshire stays at sea and is lowered to the 3 box.
Turn 2: Naval movement - HMS Devonshire move from the 3 box to the 1 box.
Turn 2: Return to Base - HMS Devonshire stays at sea and is lowered to the 0 box.
Turn 3: Naval movement - HMS Devonshire stays in the 0 box.
Turn 3: Return to Base - HMS Devonshire returns to port.
Turn 4: Naval movement - HMS Devonshire sail to the 4 box in the North Atlantic and the escort circle begins again.

So I decide on how many escorts I want in each box in each sea area and then I use 3 stacks of ships circling that sea area. Or that is my theory anyway. Now days I usually wing it.
