The point is that as soon as they decide that the stacking limit for location Y is X squads you will immediately have posts as to why that decision is incredibly stupid and it should be Z squads. Or perhaps X squads is OK until a certain fortification level is reached, etc.

You are correct. Stacking limits were discussed on the dev forum back in Alpha days. Noone could agree on what the exact limit should be, compounded by the simple fact that one situation/condition on the map might be different from another. One could argue to use the example that its silly for 6 Divisions or 100,000 men to travel down the Owen Stanley mountains, or infest Midway island....but over at Okinawa one could.

The only way to properly do it would be to have specific stacking limits for specific areas and terrain types....a monster project. Dont see it happening and the potiential game play issues would require months of testing to sort out the kinks. The more simple ZOC rules by comparison, took weeks of testing to hunt down all the bugs and loopholes that appeared. I thought poor MikeW was going to pull his hair out trying to nab em.
