why is the program asking if France want to commit subs when only CW has subs in the sea area?

If you use all points to increase you take 2A and Italy takes D 2A. Italian sub is aborted for sure and possibly damaged. Is that a good plan?

If I'm reading this right, that should mean I can take the 2A down to an A and have a D against the sub. If so, I'll go with that option, thanks.
