Well, the goal of the Chinese attack was pretty obvious. The loss of the Kunming MIL will mean that the Chinese will rebuild it immediately and put it in Kunming for defense of the place next turn. It cost the Chinese 2 BP, but that's better than a possible loss of Kunming if the Japanese succeed in putting the Canton MIL out of supply and eliminating it...
Mr. Orm is correct that there is a bug here. I've never noticed it before, but his remark made me check RAW:
Add up the attacking units’ (modified) combat factors, shore
bombardment and ground support. Round the total to the nearest
whole number (rounding 0.5 up).
Total the defending units’ factors in the same way.
MWIF should always work with round numbers before calculating the odds (or the 2D10 modifier). It doesn't do so.

Germany place two offensive markers while USSR place one defensive.
US place one entry marker in the Japanese pool and selects resources to Western Allies and reopen Burma Road. No markers moved to the tension pool.

I very much admire the ruthless Chinese forced recruitment of the Kunming peasantry to save the city. I do not think I would have figured out to do that.

It's very good strategy for any MP in World in Flames to build out their MIL pools, keep them empty, and then use the MIL locally around their source city for this reason. Save maybe for the USSR, where the allure of building a dozen MIL at once when Barbarossa starts can then leave them with a bunch of junk units that rail up in front of the Panzers, which barely blink at their destruction. And China has some MIL that can't be replaced that shouldn't be put at the point of the front lines.
Anyhow, the best units for Germany to defend Denmark with are the Kiel and Hamburg MIL units.
