That wouldn't be a terrible match-up of 5CV/2CVL versus 4 US CV. You do need to be prudent but if you get an opportunity, I would STRIKE! Any form of exchange (as long as it is an exchange) only serves to help the Americans this early in the war.
Another more daring move would be to sweep west below his search range and then pop back north into the area between Kiska and the Kuriles. If you have any luck, you might catch a convoy or two and plaster them. If he is based out of Dutch Harbor (only decent port in the area) then you would have a good full day of attacks before having to run away. Additionally, if he uses the KB to attack eastward (Cold Bay or Anchorage) then you could have a couple of days raiding without his CVs interfering...

Then comes the ground attack. I know I'm beating a dead horse here, but he gets fort reduction with 1:3 odds. There should be a minimum odds requirement for this to happen. Something close to 1:1 would be nice. [;)]

Kuysyshevka - I will have an AV over 3800 in a wooded hex with forts at 5 and building. This should slow him down somewhat.
MIG-3s - I have sent 32 planes to Irkutsk. They will change command to ROC soon and move down to help my Chinese Air Force. I hope to set up at least a small ambush. [;)]

Wuchow - my transport force is spotted and attacked. I will try another day and if he continues to attack, I will have to reconsider continuing this evac. I have enough to rebuild the LCUs, but I'm getting greedy and want more....like 2 or 3 AA units.

Petropavlovsk [KAM] - These attacks continue to go on without him getting the upper hand. I have plenty of supply, so we can continue this dance for a few more months.

Perth - CV Formidable TF will arrive in less than 3 days from Aden. She will join CV Indomitable and CVL Hermes to form my British Fleet along with the Dutch and Americans from the SRA. As this base is one of two entry/exit points for the map edge shipping channel, this base is priority #1 in Australia. The recently arrived 7th Australian Division is marching over from Sydney. I could use more fuel, but it will be another month before the mega-TFs from San Fran arrive with about 500,000 in fuel and oil.
Exmouth - this dot base is now at Forts 2, AF 2, Port 1. She has 2 BF along with part of the Dutch Aviation Rgt. Aviation Support is just over 100 and growing as American Fleet subs continue the short trip to Java to pick up a fragment. 2 x Bde are at Melbourne getting the rest of their TO&E filled out. Mine layers are busy going to and from Perth (my only MLE is there).

South Pacific - Transports have entered the shipping channel and should be arriving in French Polynesia by early March 42. Thinking back, changing them over from Suva/Pago Pago to this island group is the smart thing to do. If I had forwarded deployed, he could use his superior carrier strength and landed here and cut of my LOC. This way, I will have enough interlocking bases (7) that he will have trouble.

Aleutians:
3 TF move 2 hexes SW of Dutch Harbor. He leaves 10 LCU and less than 10 ships in port. I hope to get my reinforcements to their bases in the next few weeks and then send my CVs south.
Others:
Perth - CV Formidable TF will arrive in less than 3 days from Aden. She will join CV Indomitable and CVL Hermes to form my British Fleet along with the Dutch and Americans from the SRA. As this base is one of two entry/exit points for the map edge shipping channel, this base is priority #1 in Australia. The recently arrived 7th Australian Division is marching over from Sydney. I could use more fuel, but it will be another month before the mega-TFs from San Fran arrive with about 500,000 in fuel and oil.
Exmouth - this dot base is now at Forts 2, AF 2, Port 1. She has 2 BF along with part of the Dutch Aviation Rgt. Aviation Support is just over 100 and growing as American Fleet subs continue the short trip to Java to pick up a fragment. 2 x Bde are at Melbourne getting the rest of their TO&E filled out. Mine layers are busy going to and from Perth (my only MLE is there).
Comments:
South Pacific - Transports have entered the shipping channel and should be arriving in French Polynesia by early March 42. Thinking back, changing them over from Suva/Pago Pago to this island group is the smart thing to do. If I had forwarded deployed, he could use his superior carrier strength and landed here and cut of my LOC. This way, I will have enough interlocking bases (7) that he will have trouble.

Update on Allied subs situation. I have 120 subs, but Cachalot will sink tomorrow due to float damage. 37 subs have system damage above 20 while 51 subs are below 5 system damage. I have less than 10 subs in India. Many of the subs damaged in the SRA are using the map edge shipping channel to go to either Capetown or South Atlantic Entry base. The very short legged Dutch subs are repairing at Melbourne and hopefully will be ready in time to defend northern and western Australia. I have between 10 to 15 American Fleet subs on transport duty between Java and Exmouth/Perth. I have some of the BFs from Palembang slowly moving into Tjilitjap. They will go to Perth for rebuilding.
Russia:
Kuysyshevka - 22 LCUs have stopped 1 hex south. Why??
Komsomolsk - He will capture the last Russian base with HI (720). If this base is like the other ones, then it will decrease in half to 360. [&:]
China:

[;)] I have Minelaying operations going on - Akyab and Cox's Bazar both have around 5,000 mines each (HR limit). Chittagong is next and then I will shift further west.
Mandalay - Supply over 8500; AV - 781; Aviation Support 227; AF 2; Forts 2 (24%) and build about 5 to 6% per day. I finally have a lot of BF and engineers here. Some of the more damaged BF are heading back to Calcutta fro rebuilding.

Since this turn was slow, I thought I give a small update for various theaters.
CV Hornet arrives at Panama in 30 days. [:D] A week before then, I get a CA, CL, 5 DDs there.
At South Atlantic Entry base I get British ships - BB, 6 CL, and 17 DDs within 30 days.
I haven't seen any reinforcement of the Line Islands. Thus, after the Alaskan reinforcements are done and an upgrade of ships. I will use all 5 CVs to support an invasion of Palmrya. If I capture this island, then Christmas Island is isolated and will fall shortly afterwards.

Samao Islands - numerous TF are present and it seems that the two undefended islands will be invaded tomorrow. I'm not too surprised as there has been increased activity around Canton island for some time
Comments:
Damian - I know he likes to be an aggressive player, but I don't know exactly what he will accomplish by continuing to get closer to the USA. Besides my 4 CVs, I have plenty of LB, DB, and some TBs to give him a warm welcome.

South Pacific:
With the three Samaon Islands soon to be captured (he will use the ferry system to go from Upolu to Pago Pago), the next possible invasion will be either Fiji or French Polynesia. I say French Polynesia to try to deny me any bases in the South Pacific. I have transports in the shipping channels. Who gets there first with the most??
Others:
Palmyra [LINE] - just want his attention here and to ensure that only the large BF is present. Hopefully, I can recapture this base within the next month.

The extra carriers give the Japanese player a lot of options early. I could split up my 4 American CVs, but in previous games, when I did so, I paid the price. I've lost American CVs in the South Pacific before. Now they are pulling into Vancouver for refueling.

Landings:
Upolu - an AP hits another Russian mine. [:D] Damian must really hate my Russian sub force.
ASW/Subs:
SCSH 139 sinks an AP with 2 torpedoes at Upolu. I had 2 other subs attack, but they missed. [:(]
His planes from his carriers attack but don't hit any subs.
Russia:
Kuysyshevka - there are now 57 Japanese LCUs here!![X(][X(] I can take a nap when the combat replay comes up.
Nikolaevsk na Amur - another day, another attack.
China:
Changsha [S China] - with the lack of construction engineers in China, even these small attacks prevent repairs of the AF. That is why the evac of BFs and an EAB from Luzon is so important.
Wuchow - Combat Replay showed no a2a. Why?? The Type 4 cannot reach high enough. [&:] They are sent north and the Type 16 are sent in after checking to make sure the have a high enough ceiling. [:D]
Burma/India:
Calcutta - more B-17D and B-25 Mitchells have flown in. I will give them rest before we start on his bases in southern Burma.
Java/DEI:
Amboina [Ambon] - Only my Brewsters and Dutch patrol planes are left. Catalina are moved to Darwin and Lautem (Timor). The patrol planes on Darwin will withdraw the Philippine division frag from here while the ones on Lautem will take them from Davao (the planes on Darwin will pull them from here once Ambonia is empty). The more I can get to Darwin, the stronger that base will become.

Luzon/PI:
Manila - the 1st USMC AA is being transported to Wuchow.

Anchorage reaches AF 4. Now I can use my torpedoes if he gets close enough to my B-26 Marauders.
South Pacific:

Palmyra [LINE] - I have 8 squadrons worth of B-17s at Pearl. I'm rotating them in and using one squadron to perform recon.
Comments:
Screen Shot - Is this the next target for Damian?? I have troops headed this way. At the top of the screen shot are my 2 FP equipped subs that I have in this mod (the 3rd of the Barracuda Class is due later in '42). I sent them down here to give me early warning (my 4 CVs were scheduled to head here, but that was before the invasion of Kodiak). They will move further west to provide overlap with my PBYs out of Pago Pago. I have 9 subs (5 are S-Class that were heading from Panama to Australia) covering the approaches to Bora Bora and Papaete and 5 PT boats at Papaete. They got here early in the game when they came with a TF of 2 TKs and 2 AKs from San Diego. I hope to build up these 7 islands, but....

The B-26 in EA carry torpedoes? In stock, they're bombs I thought.
Delete the trackerdb.* files.

Cold Bay - there is a transport TF only one hex away. 2 Russian subs patrolling near Kodiak are reassigned to go over and offer resistance
ASW/Subs:
SHCH 139 survives an ASW attack at Upolu without any damage. [;)]
I-3 is at Kodiak. I have 2 transport TF only 4 hexes away at Seward. 6 DDs are formed into an ASW TF and set at full speed to go over and say "hello."
Sub count - I have almost 120 subs. There are spread all over the map and will continue to cause Damian problems.

Heiho - another day of "milk runs" for my MIGs.

The Repair Shipyard in San Fran can be repaired to 400 and will be there soon. I have 3 EAB loaded and at Vancouver along with the Americal Division for Kodiak to be loaded at Seattle. Over 400 planes are now at Kodiak, Anchorage, and Seward to provide protection and AF attacks.

Savaii is captured by the 26 Special BF.
Cvs and BB Mutsu are 2 hexes NE of Pago Pago headed east.
Others:

I have 4 squadrons of B-19 that have a range of 44 max recovering from their failed attempts at Kodiak. I'm still a month short of getting them filled back up to full strength.
