I think it is better to focus all energy on offensive for USSR. Making Germany wonder if he can delay until 1942 or not. Making him break the pact, and use up his surprise, before he is ready. And more importantly just before the winter turn.

Well that depends on what is better:
a) Germany forced into declaring war when not completely ready (but can bring Romania into the war)
b) USSR declaring war on Germany (keeping the Romanians out until the Soviets want to attack at some point in the future).
I think I prefer b) - particularly with two HQ in the Far East. But needs a closer look at the garrison numbers as the turn moves on.

I agree that b) is better than a) but I think that it is unlikely that b) can be achieved. And I think that reaching for b) decrease the chance for a) and increase the risk that option c) occurs. And option c) we do not want considering that we want USSR to be able to continue with the offensive in Manchuria.ORIGINAL: warspite1

One problem with a USSR attack on Germany is the effect on US entry. I would declare war on Germany, if possible, once the US is at war with Germany and Italy. It is always possible to declare war on Italy, but unless Italian units are near the German/USSR border, there is little point if the Russians are at war with Japan. (If the USSR is not at war with Japan, one should always declare war on Italy once the US comes in, but that is not the situation here.) Once the US is at war with everyone, the USSR should always declare war on Italy.

May I suggest that USSR gets a lousy (bad factors) militia down to Persia to relive the 2nd Cavalry from partisan duties? Once relieved the cavalry is great to ZOC out Finnish intrusions behind the lines in Karelia.

Even more surprising is that they have completely moved out of Sian! One resource less for the Japanese and one more for the Chinese is very nice.

Indeed. Although China has to repair the factory before they can use the resource.One resource less for the Japanese and one more for the Chinese is very nice.

I have looked at what is currently face down. I cannot stop a German declaration of war next turn. Shall I make some withdrawals from the front - just a few to ensure nothing important gets lost or surrounded? He has few aircraft on the Eastern Front, but all the same, I don't want to give him any easy wins of key units.

I think we should welcome a German DOW next impulse.I cannot stop a German declaration of war next turn.
Although I now notice that USSR needs to rebase back their bombers from the front line instead of bombing the Japanese.
I think USSR should hold the front rivers and try to stop a crossing on the surprise. Since Germany is light on bombers I would place a few cheap units as sacrifice to ZOC the German advance on the surprise and to help protect the main line.
