the ceasefire needs to be available after barbarrossa activates the total war and us embargo ie limited supplies

AS I read it Barbarossa does not trigger total war - only Pearl Harbour does.

However the USA will join the West if Germany occupies the UK - it doesn't say whether that actually triggers the total war or not tho.

I'm guessing that Tom missed that when he was making changes from my mod. Version 30 is a mod of a mod. In my mod, Medium Tanks have a prerequisite of Level II, before they could be built. I had made a lot of changes to the SFT's and it's understandable that he might have missed some things when converting them.

I'm guessing that Medium Tank II's would be available at that time, but I haven't yet gotten that far in a version 30 game. Since the Russians start with Level II tanks, you could hotseat a game until the capture of Paris and then check to see if they can buy them. Or, hotseat a game, producing PP's until you can afford Tanks II for another regime. Either way should confirm or contradict my guess.

I can confirm for Germany that it requires researching Armour II to be able to produce Medium Tanks. I don't know about for other countries.

I am going to set it up so medium tanks are also allowed at the start.
