On such tiny front as the West front is I do not agree that snow is better than rain. The minus two odds shift is a harsh penalty. Last impuls the best odds I had was a 2-1 blitz and I didn't want to disorganize everything I got when i knew that there would be at least one more impulse. Snow isn't bad weather in winter. It's good weather! Next time, attack the French stack next to Lille in snow and see what happens. Rain, storms and blizzards are far worse weather type than snow. If things go wrong, Germany can stand to lose an INF and you simply reorganise the attackers. This you can do, because the winter turns will always be short ones, so don't wait, because there is a pretty high chance that the weather will be even worse next impulse and than you've lost momentum...
Since the weather roll was so very bad, waiting for good weather will mean waiting until M/J 1940 if the bad weather rolls hold. That gives the French time to recover and that's something Germany should never allow to happen...
And consider this too: suppose Germany would have been lucky? Wouldn't that have sealed doom on the French? It would, because it would have give you the possibility of gaining a hex on Paris. Now, if you than get really lucky and the skies do clear...

Japan begins to outflank the Chinese units in the South. In the central part the Japanese concentrate once again on the Chinese Army in the Mufu mountains. In the North the Japanese remain a long distance from the Communists.

Both Germany and France send some air support and for the first time of the war the air combat is won by Luftwaffe.

How many chits are in the Ge/It US entry pool? If there are four, then, indeed, the Russians might have their day.
In my group it was common for the Germans to not conquer Poland quickly because they were making an early attack on France, and the Russian player never declared war, worried about the US entry effect. (I know, because at least once I was the Russian player. [[:)] ) What is a game like with an early Russian DOW? Has anyone experienced it?

I remember it happened to me once. But this was with an older version of Wif and different rules (notably production multiples.)
Germany did not correctly procecute the war against France (luck may change that) ; it had to split its reinforcements and France never fell.
You may have another story here...
But the Russian army isn't as small as it looks : declaring war on Germany will bring all reserves on board. And let you build your militias.
Note that Germany will also lose 4 resources, which is not unsignificant. There may be an interest in building a pipeline between France and Russia, so that France uses most of its factories with a larger production multiple. The 3 resources coming from Sweden are also at risk.
Furthermore, Germany fights alone : no minors to help. The front line is much smaller for Russia to maintain.

- Germany has to declare war on Yugoslavia to align Hungary and Rumania (the good news here is that if Germany leaves Rumania neutral, USSR can't declare war on it)
- Germany has to control Belgrade or be at war with Greece to align Bulgaria
Of course, with the Red Army breathing down its neck, I can't see how the Germans would be in a position to attack Yugoslavia.

France and CW select a naval impulse. I am not entirely happy with taking a naval with France but I feel that I want to get the Corps from Oran to France and if I send that unit to France then Oran is no longer a safe port for the French fleet so the Oran fleet must sail as well.
No Port Strikes. No naval air.
CW send out lots of convoy escorts and strengthen the convoy lines in order to provide resources to France. Queen Mary and Queen Elizabeth transport a garrison from UK to Cape St. Vincent.
France send out a few convoy escorts for future turns. The fleet in Oran patrol the Western Mediterranean and a transporter also sail to that sea area and load the Corps from Oran.
No strategic bombing. No ground strikes.
USSR rail a artillery to Leningrad.
USSR move a few land units toward the Polish partition line. China withdraw a couple of units a hex or two in order to avoid encirclement.
