Use 4 oil for Commonwealth. Use the Port of Spain and Estevan resources first, then saved oil please like so:

No breakdowns. Final production numbers should be 3 for China, 26 for Commonwealth, 50 for USA(4 lost lent BP), and 18 for USSR. Send saved oil to production for USSR like so:

Free France could not use US oil. This because CW already had begun using part of an saved oil. The program automatically went to an Allied oil that was partly used. This caused the partly used CW oil in Canada to be completely used.

I am ok with adding one CW oil by edit.
