So Peter is only working the AI setup for minors then? Does this mean the AI for majors will be in longer development? Potentially past your last estimate of late April?

Setups for the majors is based on strategic plans.

Should Petsamo be defended more often or almost never? Is it wise for the AI to setup for an attack on Norway from Finland?

Please try to take this opportunity to affect how the AI handle minor countries setups.

Since I am in the same gaming group as Peter we tend to think a bit alike so we appreciate input from other gaming groups. I am sure there are plenty of different ways to think regarding the setup of minors.

I have never thought about adding an active Finland to an attack on Norway, but I like the idea a lot.

Defending Petsamo might depend on Russian deployments in the Murmansk region. By the time the 2nd Ski Division is available, Petsamo might be a good place for a ski div given no Russians in Murmansk. So I'm thinking more about offensive opportunities up there. Later in the war, I wouldn't bother. The only thing of value is the resource hex, and a few Russian cavalry pieces would simply outmanuever a small amount of defenders to block the transport of the resource. No time to look at more of the maps right now...

Almost always. 1 PP is worth it.
Also it can be the starting point to conquer Murmansk.

When I set up a Finnish unit in Petsamo it's out of supply.

This was discussed in another thread. Yes it is OOS. Petsamo is only a port, not a Finnish city. If you want to do offensive ops up there, you'll need Mannerheim, or a German HQ, or manage a sea supply route.

Red Prince's AAR (from a while back) showed in-supply units set up in Petsamo without being OOS. What's the function of the Arctic Highway? "highway" doesn't result in a result in a RAC search.

The word to search for is 'road'.

You can use the road to draw railway supply to a HQ and use it to transport resources.

True with the basic supply rule. With LOS you need TRS/Amph/CP in those sea zones.

Also - the Red Prince AAR referred to could have been conducted before the supply routines were tuned up.

That's not true for Barbarossa because the Norwegian portion of the map is not part of the scenario, so no path can be found unless you go overland.
