They can't fire or fly because they are not at war with the Soviets. They can only fly or fire when they are defending German or Italian units...
This is the reason, why, in an oil game, the Axis should always allow the Soviet claim to Bessarabia.

Good feedback, thank you. My line of thinking was that, well, first Soviets will be drawn in the north, then in the south. The object in the north was to destroy defenders of Helsinki then do quick landings from Estonia onto Finnish mainland. Those odds ended up being way too low, so then bombers were deployed south. I was counting on winter to help, and those LND4's kept rolling 9's on each run! I'm considering declaring war as Italy the next impulse.

Yes, losing oil hurts, but, had France not resisted as well, USSR would have walked into 1941 with 80% of the army pinned along the flanks.

Hope my newbie mistakes are a fun read for grognards ;)

Jan/Feb 1941, Axis Impulse #4:

Japanese finally shuffle enough units in China to avoid any chance of partisans. Literally, every ground unit, save for one brand new INF and a couple of territorials that can't leave their homeland, that Japan has, is on the mainland. Now, it's all about finally gaining some ground.

Germany - 21BP: 1 submarine (2nd phase), 1 armor HQ (Manstein), 2 of FTR2 / pilot combos, and 1 AA.

Italy - 4BP: 2 territorials.

Japan - 16BP: A synthetic oil, CV Taiho (1st phase), carrier air, INF-HQ (Yamashita).

China - 5BP: Communist INF and Nationalist GAR.

Commonwealth - 22BP: 2 pilots, LND4, 2 territorials, INF-HQ (Alexander), a carrier air, and 4 CP.

France - 11BP: 3 INF and a garrison.

USA - 11BP: 4 brand-new CV5's and 3 x carrier air.

USSR - 15BP: An INF-HQ (Koniev), and the units below.

Italy declares war on USSR over Rumanian oil field bombardments. A US chit is added.

The weather is pretty much fine across the world, and the war commences once again.

Mar/Apr 1941, Axis Impulse #1:

The world lights up as Fine weather isn't to be missed by Axis troops.

Germans try to curve and curb the southern flank of French Magino line front.
Italians clips a couple of stray units in the south of France.
Japanese assault the center of Communist Chinse as well as trying to disable the NAT-CHI artillery unit sneaking up to Canton.

Overall, Axis has as a successful impulse;

In Northern China, COM-CHI lose an INF
In Southern China, NAT-CHI lose an ART
In Alps, French lose a division and a territorial
In Northern France, German units are within a hex of Paris.

Mar/Apr 1941, Allied Impulse #2:

Commonwealth attempts a night-time strategic bombing of Belgium... a fail with an abort, fortunately without casualties.

Soviets attempt a daytime strategic bombing of Rumanian oil production... a fail, and a Soviet LND4 goes down hard, with a pilot as well.

Soviet bomber units redeploy North, clearly aiming for Finnish targets in the future.

Mar/Apr 1941, Allied Impulse #2:

Despite the best efforts by France, the front is starting to collapse. This is the first impulse where the thick blue line is switching to sacrificial lamb mentality, leaving a unit here and there just to slow down the enemy. And it's the relentless push of Italian troops that did it by pulling away vital 2nd line reserves from the north; when Germans finally broke through, there was no one to stop them. For an impulse, Paris was wide open.

Soviet forces attack a weaker point in Rumanian defenses; now that both ITA fighters are grounded, remaining Soviet air force is unstoppable.

A mere +9 turns into a +18.

Soviets break through.

Rains come down, saving French army from a complete annihilation. Still, the situation is dire; the oil reserves in Bayonne are about to be cut off. No oil = no refueling French fighters in Paris.

French front continues to collapse as another 3 units are claimed by merciless Germans.

French oil reserves in Bayonne are taken over by Italian troops.

Rumanian troops in Rumania are having to fall back to Bucharest; this may pose an issue soon.

Japanese troops finally claim victory of a NAT-CHI division that was overseeing Canton, ready to strike south.
