Since this is quite limited it seems that China, Mainland GB and Russia (and maybe India and some others) should have some die roll to confirm not surrendering. It seems unusual Russia would not surrender after moscow+ xx were taken at least on a 10-20% chance and increasing as more key places are taken. A quirk of the game i'm sure and i'm not sure the impact of removing this "strategy" of never surrender...
