Regarding attaching brigades directly to an army, remember that if a brigade is inside a division with 1-star generals one of those generals can give it bonuses during combat. Also, if you have a brigade inside a division inside a corps inside an army and each of those three containers is commanded by a general who has one or more special abilities to teach, you'll have a much better chance of your brigade being taught two special abilities relatively quickly because it will be serving under three generals rather than one.
