What's the point of these ridiculous upgrade paths?

In my experience with my modified 1945 scenario, I was only able to upgrade air units to Reppu's after they had been upgraded to A6M8's first. I had modified the scenario to include 100 A6M8's and 100 Reppu's at the start of the game. Then, I started the scenario and tried to upgrade some land-based A6M5's to Reppu's. The only upgrade options the game gave me were the A6M5 and the A6M8. So, I upgraded to the A6M8. Then, I tried to upgrade the same air unit a second time, and this second time, the Reppu was listed as an upgrade option. I repeated this with a couple of other units, and every time, I could only upgrade to the Reppu after the unit had been upgraded to the A6M8. I was never able to upgrade directly to the Reppu from the A6M5. Every time, I had to "stop off" at the A6M8 first.

I had PDU set to "on", so that was not an issue.

Could someone please try a test of this to confirm what I have been seeing. I have been having some issues with weird results lately (some that are contrary to both the manual and to what other players say they observe). I am beginning to suspect that some game files somewhere may have gotten screwed up and am considering reinstalling the game to fix things.

So, if someone wouldn't mind, could you do a test for me and modify the January 1945 campaign to include some A6M8's and Reppu's at the start of the scenario. Then, go ahead and try to do these upgrades that I mentioned (select a land-based A6M5 and try to upgrade it directly to a Reppu). If you get the same results (the upgrade requires two separate steps), fine. Then something is wrong with the game in general and I won't be too perturbed. If you get different results (the upgrade works just fine in one step), then my game is messed up and I'll need to do a reinstall. Thanks.

The reason is there are no reinforcements coming in of those two types. Make dummy groups of whatever types you want and your problem is solved.
