As I have not been playing FoF from the beginning, I cannot tell for sure, but what I can assume from the changes in the last patch is the following: Some players where disappointed with the AI at first, asked for a more aggressive one. With the new patch, the AI became aggressive, started to build up huge armies, did not leave the time for players to develop their ecconomy, armies ect. step after step but required to concentrate on armies without neglecting at the same time the political and economical aspects of the game.
However, as the difficulty is set by military and economical power and not by really different AI behaviour (I think), the learning curve got longer and the first games are frustrating, espacially as a new player who playes HW gots thrown in right away and has to learn quickly or he will be routed.
So this game really takes time to learn which makes it fascinating and frustrating at the same time, depending on what you are looking for.

I don't have a problem with an agressive AI, unless it is so aggressive it likes to conduct suicide missions.

I think it is pretty clear from reading the forum that many of us are unhappy with the huge armies the AI (especially confederate) is able to form.  I'm glad to hear that they are working on that.  Any chance we can get a quick patch just to fix this problem without waiting for another major patch?  Maybe please?[&o]

We're looking into it, definitely. More on this when internal testing gets just a bit further along.

I'll add to Erik's post that we are not planning another massive patch. Future patches will have a few things each. So while I can't predict when the patch making changes to this will be out, I can guarantee that it won't be part of another omnibus patch.

If you have Research turned ON and Weapons Upgrades turned OFF, the game shouldn't permit you to build (or start with) any Armory or Arsenal buildings, viz. the things required for Guns and Weapons Research.

Thanks Eric.

I just loaded up an intermediate game (standard campaign) which automatically defaults to Research ON, Weapons Upgrades OFF. True, the game does not allow me to build Armories or Arsenal buildings though the Union defaults with 13 Weaponry research points a turn (there are starting armories and arsenal buildings already on the map).

In late March '62 the game offered me weaponry upgrade choices of Rifle Manufacture, Light Recoil, and the Improved Springfield upgrade.

I gather then that this upgrade is just the result of default armories on the map and choosing the Improved Springfield upgrade does not have an impact on the game.

Do any of the weaponry upgrades that occur using the default intermediate settings (they are presented regularly) have any effect and how can I tell in-game if they do?

That's odd -- I thought we nixed the default armories when those two options were on.  I'll put this on the list of things that deserver further consideration as to whether or not they'll go on my list!

No impact on the game.
