Rail Capacity

Rail capacity is the spare capacity after all normal internal transport has been used[8D]
 
If you were doing a WW2 game with strategic attacks on transport then you'd probably want to do it differently and account for the requirements of internal transport of food and materials....but this isn't WW2[:)]

When I looked at the number of divisions shifted from the east to the west in the Spring of 1918 its obvious the game doesn't give you enough rail capacity.  However, it seemed totally unreasonable to allow Germany to move 30 divisions over 20 hexes in the equivalent of a month based on how often they moved troops the rest of the time and the difficulties their planners expected with running a two-front war.  Therefore I assumed the spring of 1918 was a special case and that rail capacity normally used for domestic purposes was pressed into service and that that capacity could not have remained for army use without causing problems with the economy (such as it was by then).
