I need help/example for one big thing.
I alway have trouble with fractions...once I see correct example I'll be O.K.
If russians have 1348 troops on border how many germans I need there??

I wouldn't bother with the shroud. We all know what europe looks like...[:D]

I understand but it is the shroud option which will not allow editing of map.
If a person starting the game does not use shroud he can edit and say give himself 100 extra staff or whatever.
The shroud/peak allows you to see terrain instead of the black hexes.

For me, I'm not worried about it. I think I've played it enough to know if some monkey business had been used to start the game. I guess I just trust everybody.... until they cheat me once![:@]

What's everyone else think?

As for the fraction, I'm still not sure how that works completely, I try to have four units on the border with about 80 -100 "points" showing on each. That always seems to work until Russia wakes up. It usually shows that I have too few until 1940 then I have lots.... maybe it counts the HQ as well but that still never seems right....

The scenario will calculate the German:Russian points, and use the scaling multiplier to show in terms of adjusted numbers. So, in 1940, the German forces are going to be multiplied by 4, and in 1941 by 2. If you look at the numbers before 1939 is finished, break out a calculator and multiply the German garrison in the report by 4. Then, make sure that you take into account everything that is within 4 hexes of the border, including any naval units. I made the mistake in one game against freeboy of sending the Kriegsmarine from Konigsberg to "rescue" Norway, and the next turn the Soviets declared war. Needless to say that the middle of 1940 is a bad time for this to happen, so Hitler committed suicide and the German generals negotiated a ignomius surrender...[:D]

Doesn't the shroud peak only affect random games? In the predefined scenarios, the map is visible, with shroud deselected, so there is no need for shroud peak.

For the German:Soviet garrison, the power points of the unit is used.  However, this is not the number on the counter.  If you look at the SFTypes, each unit has power points.  Rifle is 1, so it SMG though it is 10% more expensive.  Light tanks are 20 power points.  Note that some units like trucks have low power point values relative to cost (truck only have 1 pp).  Medium tanks actually have 2x the power points at of light tanks but are only 50% more expensive.

The number on the counter is genarated from power points but modified due to readiness and experience.  Going through and trying to count up all the power points would be very tedious.  That's why there is an event to report the power point level (modified for the year).  Both the Germans and the Soviets have to be careful during the year transitions and when they are close to a threshold.   A wily player may hold back and then surge to gain an advantage (either getting into the war for the Soviets or getting a strategic surprise for the Germans).   Note the garrison only goes 4 hexes deep into the territory.  If you open the editor and select slot (under the 'what?' box), select slot 3, and then pick any number in the last box, you can see the slot structure that defines the garrison zone.

As a design note, I wanted to make the non-aggression ratios difficult to figure out so it would be something that players had to handle with feel rather than a spread sheet.  I thought this might be a better way to handle the uncertainty of when a power decides to try to gain some advantage.

Finally, the Germans always need less power points than the Soviets to keep the peace until 1942.

Freeboy spotted a glitch in the us war mechanism and I corrected.  Pls use version 27a on scenario bank.  Sorry for the inconvenience.

So if I upgrade to 27a now after I completed turn one will it affect the game on my next turn or should I upgrade to 27a and do the turn over?

Like TOAW, the scenario file is only used to start the game, and then the save file contains all the scenario data, events, etc. So, it is only important for the first player to have the proper scenario file.
