I think I made it 15 or 16 points.
I gave it a ROF of 7 because I don't think you had a 3 man crew manning it (maybe there were).
I gave it:

I think the endservice could be 03/43 for the 251/10 37mm/L45 without the stick bomb. Then start up the "Late" at 1/43. Which I now think I should have called the Sd Kfz 251/10 Ausf D to correspond with the introduction of the stick bomb.
20 pts. is a lot to pay for something that tends to explode with a couple of hits from a Russian AT rifle.

Since the C type was started in mid 40 through to Sept 43, we have to rely on the introduction of the ammo type for our stick-grenade entry date here.

As for the 251/10 points, isn't it the Ko command vehicle? Ie 1 to a company of ca15 assorted HTs, most being /1 types (plain)? Meaning the RBG might have more than one show up in an RG Battle. I don't know: just asking.
[EDIT CORRECTION-- The /10 was pltn vehicle: ie 3 to company.]
By the way, in '44 Patton outlawed putting sand bags etc on tanks saying that it made the them more vulnerbale to "shape charges". I assumed a shape charge was a "fabrashe[sp] egg-like shell that had breakable outer parts and tougher penetrating inner parts. Is the "sticky grenade" that 'shape charge'?
