Creating shorter scenarios means limiting the OOB and physical area of operations to the historical record and timeframe.  In that case,  possible candidates are:
 
1.  The mid 1945 Australian + Dutch campaign on Borneo (Tarakan, Balikpapan)
 
2.  The Kokoda campaign, say starting with the Milne Bay landings (August 1942) and finishing with the allied recapture of Buna/Salamua (January 1943)
 
3.  The March 1942 Java campaign (could be lengthened by starting with the February 1942 preliminary strike at Darwin)
 
4.  The Japanese February 1942 campaign to capture Rabaul

I would like to see more small scenarios focused around surface combat......

1) DEI scenario (that doesn't include Mayala and the Philipines)
2) Slot Battles of the Solomons

and a central pacific nimitiz offensive scenario would be cool as well...with a map extending from Hawaii, to the Marianas

a small scenario covering Operation Dracula might be nice as an amphibious tutorial.

A small carrier raid scenario might cover the late war British carrier raids on the SRA.

Mutuguchi's ill fated U-GO offensive into India might make for a decent land combat tutorial.

You know, that has interesting possibilities: 3 or 4 small scenarios as tutorials, and then 1 ‘campaign’ scenario that includes them all.

The U-Go operation on India, including the 55th Division Ha-Go attack in the Arakan as well. Start in Feb. 1944, and run till the end of July. A nice six month scenario.

Then “On the Road to Mandalay”, including Operation Dracula. Start in December 1944, and run till the end of May 1945. Another nice six month scenario. Dracula could be an additional separate 14 day tutorial that has amphib, para, air, and ground parts to get a player used to all the different stuff.

Then a “Reconquest of Burma” campaign. Start in Feb. 1944 and run till the end of July 1945. A nice year and a half scenario. All the individual bits will be already done, so it wouldn’t be hard to fit them together.

Would like some info on the Brit carrier raids in the SRA. As you say, they would be nice for a tutorial, and would fit in with the Burma campaign nicely.

Now, if there was only a monsoon season when everything comes to a mud-clogged halt.

I would caution about a scenario that relies heavily on the land aspect. A combined land/air campaign could be interesting - but a campaign that focuses primarily on the land campaign aspect of the game will not bring out the strengths of the system. Also "short" land campaigns are tough because of the scale and the need to move long distances. In areas where there are rail lines, this issue is mitigated somewhat.

Any way to link the entire war via concurrent and consecutive mini scenarios so one could compete against a more competent script? Here is where VPs would come into real play to determine success, unlike a full campaign where VPs are superfluous. (because one can't carry over victories and defeats between mini scenarios)

A long time ago and in a galaxy far away, and with the stock code, it could be done, but only by real good crackers who knew where things came from and where they might be going. The way it works now, with AI scripting in its own file ... tough ... hopefully too tough.

I wish there was. But if there was a link code, you can bet your sandals some little weasel would hack it and become the world champ.

Yeah, lots of utter gloss missing. But that's a much better suggestion than some of the other crap I've heard.
