I dont look at many top secret documents, but I was struck by the writing style too. I always thought reports like that would be sort of bullet points a la:
a) TEMPEST discovered WW2, rediscovered by CIA
b) It does this / Implications
c) Ways to prevent it
d) Mention this to anyone and the Men in black will take you away and feed you to the greys at Area 52.
Instead it was much more journalistic almost, and very readable, like the author knew everyone involved. It's always "we checked for this" and "we discovered this" kind of like its just him and his good friend professor von science researching TEMPEST over a period of years and finding out interesting things.
