What I mean is that unless you know where the ships can reach, you don't really know what kind of a threat they may present. All that is also contingent on where they are set up. For example: Japan can probably ignore the CW Asia-Pacific fleet if it sets up in South Africa or Aden (although the fast cruisers can make the 3-box in the South China Sea from Aden); but if it is in Calcutta or Singapore (especially if the subs are based there) then it needs to watch out.

Feel free to add this information to the thread.

Just out of curiosity. How Japanese battleship Hiei is represented in 1939/40? Japan have 9 BBs in 1939, so I guessing it is like this: Kongo, Haruna, Kirishima, Fuso, Yamashiro, Ise, Hyuga, Nagato & Mutsu. But early in 1940 Hiei was re-militarized and restored to full power.

Some ships, like Hiei, begin the different campaigns in the repair pool for one reason or another.

Hiei was the last of her class to be modernised, and this work was only completed during 1940 - therefore she starts the Global War campaign (beginning in 1939) in the repair pool. As the Japanese player you can complete the modernisation i.e. spend the points to bring her back into service...or not.
