Just before expectations go mad on this one we went for the tactialc implementation (i.e. the doable without re writing the game)
So what we have is a limited implementation of monsoon - its far from the all singing all dancing monsoon we would all want.
The good news its mostly controllable via the editor.
What we have done is put a supply limit that is recievable by certain bases depending on how much they are developed so base X can recieve Z supplies per day per port/af/fort level so the more that you build the base the better the logistics it can sustain
X varies based on the the transport links
This is only implemented in two regions at present Burma/Assam/China border region and North Australia but you can add more if you want.
Seperately some bases in Burma have a monsoon effect added which is for 4 months of the year the supplies the base can recieved are reduced by A%
So an already weak infrastructure is further weakened by rain.
Not every base in the region is subject to monsoon because the monsoon moves depending on which side of the border.
This requires a lot of testing I have done what I can as have others and it seems to slow down the supply build up and restrict how many units either side can maintain in placeslike Imphal off the rail netwrok and puts a premium on building up bases to enable supply infrastructure.
Both sides will find it harder to attack out of that region until all bases are built up to provide the supply infrastructre especially the allies with the larger units.
I just wanted to make clear this is not a full monsoon rewrite of the weather model its a supply throughput control with a reduction during monsoon season that will defacto slow down operations when the monsoon is in effect

So when is monsoon season?
Actually the AE Team has debated this topic - turns out it is ALWAYS monsoon season!!![:D]
