Just in the replacement pool, Schanilec.  The one's at any base are "already laid in a minefield" there.

Also, if you have minelayers place more mines at a base with defensive mines, those add to the total.

That clears up alot. Thus next to the defensive mines lists the available vessels to maintain and add to the defensive minefields.
