You really should tell him that the extra supply he dumped at Oahu ends up in your base....While it doesnt matter here if he tried a seige it would be seen as a broken mechanic.
It most likely only ended up with Yank because he was seriously lowering his numbers of troops. I'd have to look at my test scenario again, but I think units can store many times their "supply required", it's unlikely that you'll ever throw enough supplies onto an island you're sieging to go above that limit, unless you're taking massive casualties or are evacuating. That is, if that limit really exists and it isn't something like 'when you destroy squads/ squads get evacuated in a unit that was storing too much supplies, you capture these', if that is the rule, simply bringing in supplies will never give it to your opponent, unless you're taking large casualties.
For normal landings yes but if i was seiging PH i would dump several months worth of supply there as you dont want AKs to get hit by CDs again..
