Sorry, just a newby question but how to you control whether you repair the oil refineries or not?

Click on the base.  At the bottom of the screen you'll see buttons for each type of industry.  Click on the appropriate button.  Then, in the upper left, you'll see that you can turn repairs off or on.  Whatever is showing is what is happening.  If you want it to repair, make sure it says yes.
