Air HQ Question

The HQ's do provide naval support across their radius, not aviation support.  Coordination and torpedo use is also provided, making an HQ at, say, Kwajalein, very useful since all the bases within command radius can launch missions with torpedoes (which the AI is currently doing to me).  Base forces are still needed at each base.
