For the blizzard, sounds about right, seen higher even.  The plus side is many will return to the pool, eventually. Not that that's much comfort when the Reds are swarming over your command post in January. [:)]  All you can really do to minimize casualties is get as many units as possible into the shelter of cities & towns, though that need often conflicts with the need to have defensible lines. 

If you check the AAR section, and some threads in the general & war room, lot of posts/screenshots of blizzard losses others have sustained. Any way you slice it, it hurts. Bad.
