Easy to explain, some games started before the second patch when supply restrictions were introduced. No need to set up a supply net with those games. Games started after that patch will see a lot of trouble getting supplies through the jungle into Burma.
Most likely this is the case for my game.

Hmmm not my experience logistics is tough in Burma you need a strong logistical net to supply large armies there

Yep, my experience is the Allied player has to build up every frontier base to have a chance for supplies to flow into Burma.

It also matters quite a bit whether your game uses the popular but not universal house rule about paying PPs to move restricted LCUs over the national border.

Garrisoning Burma? First I need to conquer it. 40+ units between me and Rangoon before February 42. [:(]

The supply path trace was in the 1108K9 beta patch which is the version we are using in my PBEM game.

The beta patch changes are pretty extensive and well worth checking out under the Tech Support forum imho. Both of us agreed to update our in progress game to this version. And as I indicated earlier, everything is working fine after 6 months of in game time.

Not necessarily a bad rule but my experience now that I am deep into a campaign is that the Allies never have enough PPs to free up the Indian units. Not if they are trying to use any other restricted units. Aussie, Canadian, or New Zealand. Not to mention the endless flow of land and air units that come to the US but are restricted. This house rule might work in scen #1 but not if you are playing scen #2
