I cannot help but think that great results would have been obtained had my views been thought better of; yet I am much inclined to accept the present condition as for the best.

That is indeed an excellent thought. From what I've read, the Confederacy experienced serious shortages of copper as soon as the blockade became effective. (Nearly every still in the South was confiscated for copper.) Captured Henry rifles and Spencer carbines were not useful, because brass could not be made in sufficient quantity for reloads. By early 1865, it became very difficult to make percussion caps, and the war effort might have collapsed even without Appomattox.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

RE: Serendipity
Shipyard in Mobile, Alabama... I'm not doing anything really out of the ordinary. I really believe that if the South had just listened to DeBow and invested in industrialization, and if they would have joined Calhoun in insisting on a lower trade tariff, the South would have grown both economically and in population. With more industry I believe there would have been a migration of many Northern businessmen into the South. Like I said in my first post, the overall increase of industry and manpower will be about 15% by the time the game begins. I hope the story so far is interesting. I am trying to make it as detailed as possible.

David Rice Atchison the Senate leader?? Wow -- the man was a "Border Ruffian" in actual history. (And yes, I know he was a Senator.) I think you wanted "audacity" rather than "audacious".
The law concerning Arizona's natural resources is a very interesting thought. What do you do when States' Rights clash with individual rights? And I can't help but think there would have been a major showdown when the Federal government wanted silver bullion to bolster its currency. Arizona's law would probably have been overridden under the interstate commerce clause of the Constitution.

My guess is that you would weigh the merits of each instance and let the courts come to a measured balance.
Sorta like what they do in reality.
