Silly question, but did you follow the guide by extracting the contents of 'SPM-Windows-Slitherine-0-7-11.rar'? If you follow each and every step from the guide and you're still getting 0.7.10 (which is the one used in the example), then that might be the reason.

Let me know so that we continue troubleshooting this.

I've left a file named SPM-Windows-Slitherine-0-7-11.exe in the FTP. It's an installer that writes the files from the update into the default installation directory. Give it a go, that should fix your issues.
