I had the same problem. No prior games in memory, this was after restarting the computer. Italy declares war on CW and France in Impulse 3 of the first turn, France and CW are given the opportunity to align to Germany or surrender.
To be clear, this is NOT a bug. You were obviously playing with the Halifax succeeds Chamberlain option [:D]
