You will not believe it .... I just could solve the problem ... more by accident, then through knowledge.
When I tried to load the file in the Equipment Editor Eqp what I noticed ... and that the there is no such file anywhere.
The folder from which the editor refers his equipment had this File not at all, so I simply the Eqp from a different version there copied and what should I say now works again everything
Now I can finally work again
