Why keep your ships in port? Your BB's and CA's can be raiders and hit the Norway to Germany route. Your CV's can harass enemy air power. Just make these all CAP or all naval/tac. Find a German HQ and bomb it like crazy. Those 4-5 points are expensive for Germany as they need units to fight the Soviets.
