Time is a malleable concept
I saw some research on German "national morale" which showed it actually collapsed in August 1941 as the public had not expected or wanted a war. It recovered with victories, but of course the winter and later Stalingrad reversed it again. In some sense I think "National Morale" should be event driven rather than calendar driven. The problem is of course that you could have a runaway success or runaway failure as morale compounds on other events. So maybe for game play reasons it should be temporary or moderate. But it does add to the game to have these connections.
Just to give another example, Stalingrad profoundly changed the politics of Spain. The brother-in-law of Franco, who was the leading pro-Axis advocate found their power disappearing. So Franco turned to the pro-Allied contingent in the regime, which lead on to the secret negotiations with America etc during the war. The result was that the Spanish troops were withdrawn from the Eastern front. In the game the Spanish blue division is represented as the 250th infantry division of the Wehrmacht and has a fixed calendar withdrawal date. Really it should have an event driven withdrawal, from a signature battle like Stalingrad.
Having these sort of interconnections to will, and back to means again, would make a variety of new and interesting game strategies possible. Just as there is an "industry win" or a "ground war win" as de facto possibilities in the game, why not a "national morale win"
