2. If I raise their altitude I decrease their LOWNAV attack accuracy.

Attack bombers won't use the LowNav skill, they will use strafe (if attacking at 100 feet). This applies to their bombs as well as their guns. If they attack at 1000 feet, they will then use LowNav (but I'm 90% sure attack bombers set at 1000 will drop to 100 to strafe instead of bomb).

Wait, attack bombers don't use LOWNAVAL for low naval attacks. I think they do, given how well my B25d1s have done with high LowNav attack skills compared to B25d1s which didn't have good LOWNAV attack skills.

Did those that did well also have high Strafe skills?

I haven't done any rigorous testing or anything, but I have gotten good results by just putting fighter pilots trained in Air/Strafe/Defense into my B-25D1's (and subsequent B-25 attack bomber models). Bombs land on ships (including CLs and DDs) without training LowNav for a single day.

To be honest, I can't remember their strafe skills, but I did notice a correlation to the number of hits on the ships to the LOWNAV attack skill being higher. I definately noticed that as the squadron with a weak LOWNAV rating didn't have a high bombing % while the others did have a high bombing %.

God made man, but Sam Colt made them equal.

IIRC - or as far as I had noticed: the Strafe could be used for Flak Suppression fire, while LowN/LowG is definitely used when targeting bombs either at 100ft or 1000ft set altitude.

Simple test: Run one squadron of attack bombers against suitable base at 100ft/1000ft profile and see the particular skill increase.
