Inchon is the obvious choice since it's so close to the Seoul communications hub. When I"ve landed there I've been able to push the NK out of the way and have enough ops points to make it north. Once you get the Marine division they're pretty tough!

Also, have you considered air missions to drop some of his bridges along the rail line? That makes his logistics ever worse. To the extent that the encircled ROK units far away are on bridges you might want them to blow the bridges as a last, great act of defiance.
