Same problem here. Locking works if I set the formation to, say, a vee. But it doesn't work if I put the units to irregular formations. I tried setting the formation to "free", didn't work.

Individual unit positions cannot be locked, other than the player pillbox positions since the 1.031 update. In the next update there will be better graphics showing which units are locked.

I've been thinking that perhaps the designer should be prevented from moving individual units because they cannot be locked, but on the other hand they can be used the check the LOS.

This thread is obsolete by now...

Ooh, did not know about the lockable bunkers. That is handy to know [:)]
