I doubt it; this is the same across two machines I've played the game on.

It goes from orange to a shaded orange. Does it really matter? :lol:
There are some excellent mods that give you some different options that may be more to your liking.

The kind of information you can receive from the enemy units in an adjacent hex depends on whether you've "spotted" the hex or if the hex is only "observed". And the information revealed to you is contingent on the value of the theater recon value for your side. If the theater recon value is very low it's possible to not receive very much information at all from adjacent hexes. I think I read somewhere that the Axis side in FITE2 has a theater value of 15 or so and the Soviets are down around 5 or so, I think. I could be wrong....I remember thinking that seeming to be not fair.
