Keep in mind that Chitose and Chiyoda are special cases. Both must be converted in Tokyo and the shipyard must be size 50 to do so. It starts at size 10 IIRC. Also those two will have their float plane units converted to CV type planes, the second two will not.
So in addition to all the HI points etc, for the conversion, it will cost another 40K supply to get the shipyard capable. Easy enough to do with the early supply situation but those supplies will be missed later.

TBH, I increase the size of some repair yards anyway. I figure I'll need them later in the game.

It also depends upon the military considerations as well. When you sink the Big E and the Lady Lex in December 1941, even just against the computer, while your KB remains intact then you may not need the CVL conversions and as scouting cruisers, there are plenty of uses for them.

Again. TBH no matter what happens early in the game I'd prefer to convert them as I know what's coming as far as Allied production. Besides as CS's their usefulness drops off later in the game.
