No sweat. You can download manuals and most or all of the stuff for free in ADG website.

... so, it's open to public. After all, you cannot play the game without the map and the 4000 counters.

If you look in the Manuals folder in the main game folder, you already have the PDF manual, totally hyper-linked.

I think the point was to make the PDF manual accessible to those who haven't bought the game (yet). Personally, I think MWiF manuals are a piece of art second to none. That's why I think it could make potential buyers excited about the game. Who wouldn't be?
