Interesting addendum to this discussion: while researching some OOB data for a potential scenario discovered an interesting tidbit. In 1980 the Leningrad TVD dissolved its PVO command and rolled all the units into VVS. This was considered a test case for eventually making this change throughout the entire Soviet Air Force. In 1985 they ended the experiment and reestablished separate PVO and VVS commands. Now this was just as a side note in an article about OOB so there was no in depth discussion as to the whys and hows of what went wrong. In the end it cannot be denied that the higher command decided PVO and VVS needed to have separate command structures
