Does there have to be a preponderance of Dutch forces there? or does the whole unit have to be there?
I just tried flying 2 KNIL Eng unit to Horn island. Only part got there this turn. So they arrived. When I then open up the yellowed HQ part of Horn island, it only gives me two options, Australia which it already is and SWPAC. I have enough PP to change. But KNIL does not appear as a Command and ABDA is greyed out.

Found this in my notes.
"To change a base to a specific HQ you need a land unit at the base belonging to that HQ first."
Cannot find info whether one needs to move a complete unit or part of it to switch base's HQ.

So does this mean a Dutch unit has to change to ABDA to be airlifted, Then once it gets to the new base, it has to be changed back to KNIL?

KNIL is a sub-HQ of ABDA, so you should be able to leave them as ABDA, which is unrestricted.ORIGINAL: LGKMAS

Hardly anyone cares about Dutch units though to buy a base for them to be saved.
It is OK to save Dutch base forces by buying them into ABDA - you can later fill them out because replacements are available, and Australia has few own base forces before a flood of US units comes in, and they are cheap. Dutch infantry is hopeless though, not to mention armor. It does not upgrade, it does not have replacements, and it costs precious PPs. No deal for me any time.

There are replacements later but they can also help garrison India.

It's not that you choose between Dutch and nothing. You choose between Dutch and other nations. Everyone (except Chinese maybe) is betterORIGINAL: RangerJoe
There are replacements later but they can also help garrison India.
Not to mention there is timing involved. Early war you want your PP where they are most effective - unlocking strong OZ and US units to put in key locations to have a barrier against opportunistic Japanese expansion

I am looking at the Engr and air units. I am reluctant to abandon three sdns of B-25s and 20-30 PBYs. And I think I get a Sdn of P-40s as well out of the miscellaneous air units I have rescued to Merauke.
Also a maxim from my days in uniform was that you never had enough engineers. And playing UV, I found the same. So I am very reluctant to abandon air support units, especially early on. many BFs are only 16 Air support while the sdns all seem to be about 24. So rather than soak up two BFs for 32 Air support to allow a sdn of 24 to operate, if I can find a small BF of 8 or 9 to make up the difference I will. Then I can use that second 16 Air support unit somewhere else.
That's why I am looking at rebuilding some BFs lost in Malaya. They may not build up rapidly but even the 4 or 5 Air support points will enable me to be a bit more flexible.
Still can't make the Australians hand over a base to the Dutch. I may have to play a few turns from way back when I started and had a lot of PPs, just to see if it can happen.

OK, loaded my game to check the base reassignments.
The PP cost is based on base development level. Thus, Horn Island costs you 200 points to change because it has port 1 + airfield 1. Mataram ( a Dutch base) costs 100 point since it only has port level 1.
And it seems you can only change base HQ to a theatre command HQ, thus you cannot change it to a HQ which is subordinate to a theatre command HQ. Seems the Dutch don't even have their theatre command HQ and its closest equivelent is ABDA. No KNIL HQ, ML-KNIL HQ etc.

Dutch D024 airlifted the Timor base force to Wyndham.
I click on Wyndham and find that Australia (R) is in Yellow thus supposedly changeable.
I click on that and up come the Commands. Australia is in Yellow (Green?) and the rest are greyed out. Even when I click on them, nothing happens. The top right tells me I need 200PP to change HQ and I have 625.
KNIL HQ is not even listed although ABDA (Far East Command) is. but again it is greyed out.
Also the air units are firmly MLD etc and firmly greyed out. MLD is under KNIL and that is under ABDA. But because they are greyed out, it looks like I cannot change their HQ.
When I tried to do the change command for Horn Island, I at least got a chance to change it to SWPAC.
Which leads me to the next question.
Both MLD and whatever the other HQ under KNIL are, they are withdrawn later in the year or maybe next year. ABDA is also withdrawn but KNIL is never withdrawn. Who does it therefore come under. No ABDA. And the units that are under say MLD now no longer have a HQ to report to. What happens to them? Do they now report direct to KNIL?
If the Dutch have managed to extract themselves from that mess of the DEI campaign and find a small corner where they can exist, then that is fine and I am happy with that. but the notion that they cannot retreat any further because of something unexplained and they have to sit there and die because of this looks rather gamey to me. The planes cannot even fly to safety in Australia. So three Sdns of B-25 and about 20 PBYs just vanish off the Allied Orbat for no valid reason.
Sorry, but this is starting to annoy me. RL has not been kind lately and to have a game I do like and appreciate do this is enough to turn a man to drink. Okay, I don't need much of an excuse for that. But from what I have been told, it seems it can happen but whenever I try this, I cannot make it work.
What have I missed?

What HQ is your BF from Timor? KNIL or ABDA?

If you really have a major problem with the restrictions you can use the editor to
change some or all of the units the way you want them.
You just need to uncheck the restricted boxes in the editor and save as a new scenario.
That way you can move the Dutch command to the United Kingdom where they can form
up in exile and listen to Charles de Gaulle complain about the British and Americans.
They can then await D-day. After D-Day you can redeploy them back to the Pacific.
Problem solved.

The LCU was originally KNIL. I tried to fly it out but got told restricted units could not be loaded. I Then changed HQ to ABDA and successfully moved it to Australia.

You can then change a cheap base like Exmouth to relocate restricted LCUs by air there but they will have a long walk in the desert to get to safety.
