Performed everything as instructed, and Italy still joins the Axis in November 1939.

Installed the hotfix files into my C://User folder, My Documents folder. Started a new game, and the issue is still there. I do not know what to say. Maybe because my copy is a Steam version?

1. Download the new scenarios.
2. Turn off your internet.
3. Delete or save all the scenarios & files in the folder "C:\Users\"your user name"\Documents\My Games\WarPlan\Campaigns"
4. Install the new scenarios to "C:\Users\"your user name"\Documents\My Games\WarPlan\Campaigns"
5. There should now be 10 new scenarios only.
6. Start a new game off line & it will work.

If Europe 1939 Red Titan scenario appears in your folder you must be online & steam has over righten the new files & this fix will not work.

I have the Steam version of the game. What has worked for me is the following:
I extracted the scenario files into folder C:\Program Files (x86)\Steam\steamapps\common\WarPlan\WarPlan_Data\Campaigns
There is another campaign folder C:\Program Files (x86)\Steam\steamapps\common\WarPlan\Campaigns, when extracting the scenario files here it didn't work. Maybe this can help.
I think you have to start a new scenario as with my old saves it didn't worked.

Yep, that works as well.
