There are two problems imo:
First one, the projection of UK Allies (Australia, New Zealand) in Celebes and in Solomons.
1. UK transport pool at 40 at game start is indeed allowing the Allies player to send plenty of low strength units to the Celebes and to the Solomons. I would reduce the UK transport pool to 0 or to 10 (for sending UK troops to India) and bring 30 transports in the Deployment queue.
2. As suggested by sveint, I would introduced this supply rule:
Celebes - The Allies player may not draw supply to any port in the Celebes, namely Manando, Makassar, Ambon, Sorong, Weda and Dili, if Japan control Jayapura or Lae.

Second one, I don't know if this is a problem or if this is intended or not. To really block all the Philippines, including the corps unit in Davao, Japan needs to use 12 ships.
Otherwise, if the ports of Cebu and Baybay are not blocked by three ships, the corps in Davao can go directly to Batavia and then blocked Japan for few turns since Batavia is a Main Supply source (no port blockade).
As such, all the Japanese navy is really occupied on the first turn which is perhaps the intent to not send them elsewhere.
Also, why this corps in Davao is at 106% effectiveness?

Wow - this is a problem. IMO Philippine units should stay in the Philippines.
Thanks for posting the screenshot - I am not sure what to think about the forward deployment of Aussie units. I am guessing you need more than 18 oil points per turn to counter this.

Hint: don't overextended yourself in the Solomons on turn one. Philippines needs a proper attention to be destroyed first.

Playing Japan, I have been taking Aparri and Legaspi on turn 1, plus blockading Lingayen and Manila. Seems to be working ok. However I probably do not move fast enough to finish off the Philippines.
Playing the allies, it is the Mindanao Force in Davao I never know what to do with. But I restrict its movement to the Philippines as using it elsewhere is a little too ahistorical for the way I play.

I think this is the point. You are doing a port blockade of Lingayen and Manila. I think we should not complain about the Philippines corps going elsewhere if we are not blocking it.
The purpose is also to slow down the Japanese expansion on turn one, more historical.

Because the unit can pull supply from Cebu and Baybay. A commitment of nine additional ships to blockade three ports to block a unit that IMO should only be able to transport to ports in the Philippines, seems excessive. Its really a historical thing for me, but also seems to mess with game balance. I am not sure Japan needs to be slowed down much more. Other than that, it is now very difficult to invade India, Australia but, if you do a mistake, yes it is still a risk. In two PBEMs, we are following the historical path. In a third one, I made a big mistake and Ceylon is invaded. But, with the new Royal Navy OOB, we have still intense naval battles in the Indian Ocean.
This game is so good. I like it.
