Which defending units suffer a malus in towns/cities?

Fury Games has now signed with Matrix Games, and we are working together on the next Strategic Command. Will use the Slitherine PBEM++ server for asynchronous multi-player.

Very curious how this was implemented.

I would have thought that tank / mech would have a penalty on attacking into an urban hex, not defending from it?

They do, as resources provide bonuses to the defender too, with different bonuses depending on the unit type attacking it.
