I also wondered what would happen if a power went into "over-draft" due to the pile up of Decision Event expenses in a gives turn. But it turns out that a given power can end the turn with a negative balance - which I assume is carried over as a deduction from the next turn's income.

That particular long list of Ottoman expenses only occurs if the Ottomans enter the war after January 1, 1915. If Germany decides to build up their army and sends the Goeben, plus the UK decides to seize the dreadnought, the Ottomans can be relied on to enter the war by November 1914. That means that they have paid to deal with the typhus epidemic and they have covered the cost of the Georgian volunteers before the locust swarm hits Jerusalem. Plus of course, they do not have to say YES to every decision offered to them.

If the MPP collected at the end of a turn is negative, the deduction is made immediately (so if a nation ends the turn with 100 MPP, then "collects" -10, then at the start of the following turn they will have 90).
If the negative amount would put them below zero at the start of the next turn, then they just start the next turn with zero.
