Does anybody know what needs to be done to stop Western Allies taking Berlin in 1944 scenario?

Exceeding the ground requirement in the WE TB will help you delay the Allies from taking Berlin. I can't say exactly how much is needed to give you a good chance of holding Berlin until the end of the scenario.
