Well, the AI would never do such a thing as to invade East of Midway, so that does not seem to be a valid argument. All you would need to do is to flag everything around HI and East of there to the West coast of the Americas as impassible by Japan. Problem solved. Nothing else in the game needs to be changed.

Seems simple enough to me
