I honestly didn't know that if it was PDU OFF that a person could not manually upgrade any aircraft. I honestly did not know that. I always thought that a player could manually upgrade any aircraft in PDU OFF if it was listed as an upgrade for that air unit.

From the manual on page 267:

"18.1.4 PLAYER DEFINED UPGRADES
If this is selected, players can freely upgrade air units to other aircraft models, limited only by
the aircraft type (fighter, light bomber etc.) of the unit. If this is not selected, air units can only
be upgraded to aircraft models which are specified as upgrades for that unit, or for the model
of aircraft the unit is equipped with."

Units don't have to stand down to upgrade. I don't have one at the moment but I think a fragment prevents parents being upgraded.

All PDU does is limit how many types of aircraft you will see in the possible upgrade list. In the example above it's with PDU on in this pic it's with PDU off. If you can see the Hurri in the list for this group then you are playing with PDU on.

In the Brewster screenshot , it says the airgroup needs 12 aircraft to upgrade. In the pool, you only have 11 Hurricane Trop aircraft available in 02 1942. Once you have 12 Hurrican Trop aircraft, you should be able to upgrade the Brewsters.

Airfield size.
The minimum airfield size can be decreased by the presence of a headquarters.
(If the base’s command HQ is within range, the airfield size is reduced by the HQ command radius.)

If an Air HQ is within range of the base, the AF size is reduced by ½ the command radius
If more than 2 or by one. The minimum AF size is one.

Koepang is too small an airfield to effect an aircraft upgrade in its own right.

The relevant HQs are located back on Java and thus are too distant to sufficiently
Modify the Koepang airfield. They are on small airfields as well.

Which leaves only aircraft model range back to the national base as the available modifier.
The bomber has the range to link Batavia with Koepang. Max range is 30 Hexes.
The fighter lacks the range. Max range is 18 Hexes.

The distance from Koepang to Batavia is 28 Hexes within the bombers range.

I think I know the problem then, the bomber and those fighters have longer range, and can trace to the HQ in Java, while the Hurricane has very low range and cant trace to Java. And therin lies the problem. Thanks!! Its not positive but now I at least know the reason.

No need...My system had been down and I was not really paying attention to this thread.
